Evergreen Community Partners is a nonprofit dedicated to developing affordable housing and supporting low-income residents in the Pacific Northwest.

 

Our mission is to help create housing and thriving communities. We are dedicated to developing, supporting, and enhancing affordable housing in the Pacific Northwest to help individuals, families, and communities not just survive but flourish.

 

In addition to development, we are committed to increasing resident security, stability, and opportunity through informed and practical resident services and partnerships.

Our Strategy

Evergreen Community Partners is a nonprofit organization composed of individuals with diverse backgrounds and expertise, including developers, community leaders, and experts in the fields of finance, operations, management, and affordable housing development. Our non-profit was created in recognition that the lack of affordable housing was one of the biggest challenges affecting the Northwest and that safe and affordable housing is a cornerstone of a thriving, inclusive, and sustainable future for all.

 

There are numerous challenges to creating and sustaining quality and successful affordable housing. Acquiring the available resources requires knowledge of the funding landscape and strategic thinking. Identifying the populations in each community most in need and forming partnerships with the local organizations that serve that population is vital.  Residents of affordable housing, especially those who faced barriers to obtaining housing, require housing support to prevent turnover, and strong service partnerships are integral to affordable housing success. Once created, managing and overseeing those service partnerships to ensure quality control requires attention and knowledge, generally outside the expertise of the savviest developers.  Evergreen Community Partners was formed to meet these needs.

Our Team

Evergreen Community Partners (“ECP”) is a nonprofit organization composed of individuals with diverse backgrounds and expertise, including developers, community leaders, and experts in the fields of finance, operations, management, and affordable housing development. ECP firmly believes that affordable housing is a fundamental human right. Our vision is grounded in the principle that no one should be deprived of the basic necessity of safe and affordable housing.

Scott Brumitt

Executive Director
Evergreen Community Partners

Scott has decades of non-profit management experience, much of which has involved assisting those needing a place to call home. He began his career running a food provision program in Southern Indiana, which included a Community Farm Project and a partnership with the Boys and Girls Club to feed low-income children and their families. He was the Director of Men’s Services for Portland’s largest homeless services agency for 10 years. He oversaw all programs for two 90-bed homeless shelters, several transitional housing programs, and life skills, mental health, addiction, and case management programs and partnerships. As the Resident Services Program Manager at Oregon’s largest non-profit low-income housing developer, he managed a team providing housing stability, resource enhancement, and community-building services to more than 40 affordable housing developments in 16 counties across Oregon for 14 years.

Board of Directors

Darcy Vincent

President, DDV Consulting

Darcy Vincent (DDV Consulting) is a professional with diversified experience in leadership, executive management, acquisitions, and strategic real estate development and planning.

 

Darcy provides expertise to assist in developing affordable housing using HUD, HOME, and tax credit financing products. She has successfully provided oversight to 42 properties in lease-up and never missed a tax credit delivery schedule. Darcy is the former CEO of Housing Northwest. Her previous experience includes acting as VP for Asset Management for Homestead Capital (NEF) and Operations Director at Columbia Housing (PNC Bank).

Brett Sheehan

Community Development Lending + Investment, Key Bank

Brett Sheehan has over 25 years of nonprofit, development, and finance experience with PNC Financial Services Group, Capmark Affordable Equity, Hunt Companies, Oregon Housing and Community Services, CASA of Oregon, and Key Bank.

 

Brett has led a variety of housing projects, including new construction, rehabilitation of apartment buildings, development of a group home, as well as a new homeowner subdivision for the nonprofit Willamette Neighborhood Housing Services. Currently, Brett helps affordable housing developers in the Pacific Northwest and California secure financing to build hundreds of units annually.

Amanda Clark

Senior Asset Manager, PNC Bank

Amanda Clark possesses more than 20 years of nonprofit, development, and asset management experience while working for Relay Resources, Guardian, Menashe Properties, and PNC. Her areas of expertise include asset management, property management, and compliance.

 

Amanda previously served on the Board of Directors for Multifamily NW and the Oregon Affordable Housing Management Association.

Mike Boyer

VP of Development, Home First Development

Mike Boyer, who has more than ten years of experience in government relations and fundraising, has successfully managed numerous grant applications and ensured compliance for Home First.

 

Mike has successfully secured and managed funding through programs that include the Local Innovation and Fast Track (LIFT) program, Oregon Housing and Community Services Veterans and Families Housing Assistance Program (VGHAP), Oregon Housing and Community Services Mental Health Funds, Metro Bond Funds, Portland Housing Bureau (PHB), OHCS Multifamily Energy Program, and Meyer Memorial Trust grants, among others.

Ben Pray

Owner, Home First Development + Good Space Property Management

Ben Pray has over 20 years of experience in government, nonprofit, and real estate development sectors, including roles at the United Way, the Oregon Homeownership Stabilization Initiative, Oregon Housing and Community Services, and Home First Development. Throughout his career, Ben has successfully managed complex loan programs, implemented new government policies, directed community outreach campaigns, and overseen development budgets totaling more than $350,000,000.

 

Between Home First and Good Space, Ben manages a team of 14 FTE and oversees the development, construction, management, and operations of more than 20 assets.

Mark Desbrow

Founder + Managing Partner, Green Light Development

Green Light Development Founder and Managing Partner Mark Desbrow has over 20 years of real estate development experience and is directly responsible for $900,000,000 in development projects. Mark has led Green Light projects in nearly all real estate asset classes, but his heartfelt focus is on building quality, affordable housing. Green Light has built or is in the process of developing more than 2,700 units and has 13 active development projects across Oregon.

 

They possess expertise in both affordable and market-rate multifamily development, commercial development, office and restaurant development, and single-family housing development.
